About the project

A tool for transparency and accountability

This monitoring platform was created to increase transparency, accountability, and public scrutiny of racially motivated hate crime and far-right activity in Northern Ireland. In a climate where attacks are rising and trust can be fragile, we believe clear information is the foundation of effective community action and public accountability.

Built by Participation and the Practice of Rights (PPR), the project extends our long-term work supporting marginalised communities to use human rights-based approaches for justice. Over the past decade, we have worked alongside asylum seekers, refugees, and wider Black and Minority Ethnic communities challenging racism in all its forms—from state policies to paramilitary violence.

What this platform provides

We bring together publicly available data, case studies, press reports, and analyses of accountability structures to create a unique public resource. This tool is designed for:

  • Communities and Residents to easily find information about racist hate crime where they live.
  • Victims and witnesses to understand their rights and the pathways to reporting and support.
  • Journalists, researchers and students to access reliable, geographically detailed data and analysis.
  • Policymakers, politicians and justice officials to scrutinise trends, responses, and gaps in service.
  • The general public to hold elected representatives and institutions accountable for their action—or inaction.

Our goal is to ensure public resources and policy responses are informed, effective, and targeted where they are needed most.

Our analytical approach

Our work is driven by critical questions. We analyse data to uncover where hate crime is concentrated, what factors correlate with it, and where reporting gaps exist. We examine policy and legislation to understand why some laws are underused and how systems — from police procedures to oversight bodies like the NI Policing Board — can better uphold victims' rights. This ongoing analysis forms the basis of our Analysis section, which delves into these complex issues. The human impact

Behind every attack, every news story and every statistic are real people. The voices of those subjected to racist abuse must be at the centre of all emergency responses and strategic planning. Our Testimonies section provides a platform for people to tell their experiences first-hand.

Our partners

This platform was developed in partnership with Rabble Cooperative, currently Ireland's only technology cooperative. Rabble Cooperative build and deploy free software, carry out online research and data analysis in support of PPR's campaigns.
